City-State Trait: Civilisations with a different government from that of the suzerain receive a penalty of -3 Loyalty per turn in each of their cities. Cities with an Amphitheater get +1 Culture.

History:
It was during the Roman period that Verona developed to become one of the most important cities in northern Italy, which it will remain in the following centuries. After the decline of the Western Roman Empire, it was repeatedly the capital of various barbarian kingdoms. Located at the outlet of the Val d'Adige, on the road which links the Empire to the peninsula, Verona will be deeply marked by the dual influence of Roman and barbarian. In the late Middle Ages, the city became an independent municipality, often upset by the bloody struggles between the Guelph and Ghibelline families, the first led by the Sambonifacio, and the second by the Montecchi, then by the Della Scala (also known in Italy under the name of Scaliger). It was under the domination of the latter that the transition from the “Commune” regime to that of “Signoria” took place. The Della Scala family was the central actor in Verona's history for two centuries (1277-1387), until, in 1388, the city lost its independence and, within a few years, found itself under the yoke of the Visconti family (1387) and the House of Carrara, then, in 1405 under that of Venice. In 1796, the end of the Republic of Venice marked the beginning of foreign domination, first French, then Austrian: Verona was not integrated into the new kingdom of Italy until 1866. During the Second World War, the city is, from 1943, one of the capitals of the republic of Salò and the seat of the office of the Nazi administration in charge of the deportation of the Jews of Italy. Partly destroyed by Allied bombardments, it was the subject, in the post-war period, of a major reconstruction and modernization program.
