It won't pick up passengers, unless you set up shops etc to make cims want to get on and get off of the bus (bike). That might not work great if you're going for a motocross track feel though.
I did something similar, with a couple of parks/shops strategically placed around a road/dirt road/muddy road circuit. I used a car-as-bus vehicle similar to this idea (sorry, I forgot the namet).
I placed it close to a Miyagi Motors factory complex (A "Must Have" in any city I make) as a vehicle test track. Worked fine, and occasional stops don't look strange for a test drive
Of course, you can always use these bikes on actual bus routes, although that might look cooler if the bike vehicle in question looked like a courier service bike.
