To disable fog, with the game closed, open file explorer & find rendering.ini in your cyberpunk install directory, For Steam it was: 
Program Files x86/Steam/steamapps/common/Cyberpunk 2077/engine/config/platform/pc/ - 
Open rendering.ini with notepad Add the lines:

VolumetricFog = False
