You download dxvk https://github.com/doitsujin/dxvk/releases/tag/v1.7.3
or (direct download) https://github.com/doitsujin/dxvk/releases/download/v1.7.3/dxvk-1.7.3.tar.gz
once you have downloaded it you open it and then open the x32 folder and then go to where gta iv is located and put d3d9.dill and dxgi.dll into where gta iv is located and your done
