1.) If you are using a PS4 or PS5 controller, you have to use the DS4Windows Program. [github.com] In order to set that up, go to the settings tab in DS4Windows, "Controller/Driver Setup", click "Install ViGEmBus Driver", then restart your computer.
2.) Download Nucleus Co-op [github.com] to play split-screen. Password is "nucleus" . (OPTIONAL: Use the 7zip [www.7-zip.org] program to extract, if needed.)
3.) Extract and place the Nucleus Coop files you downloaded in a new folder. (Name that folder anything. I named mine "Nucleus Coop".)
4.) Place the folder you created into C:/Program File (x86).
5.) Make sure Call of Duty Black Ops II is located on the same hard drive as the "Nucleus Coop" folder (in this example, it is C:/). If not, put them on the same hard drive. But do not put the "Nucleus Coop" folder into your Call of Duty Black Ops II directory.
6.) Right click on the program, "NucleusCoop.exe", go to properties, go to the "compatibility" section at the top, check the box marked "Run this program as an administrator". Press "OK".
7.) Run Call of Duty Black Ops II once and then exit.

Requirements

• At least 2 game pads. There is no keyboard and mouse support.
  
• Admin access to the computer.

How to

1.) Do the prerequisites.
2.) Start "NucleusCoop.exe".
3.) Click on the "Download Game Scripts" button in the bottom left.
4.) Search for Call of Duty Black Ops II. Find Call of Duty Black Ops II Multiplayer. Click on it, then click "Download".
5.) It will finish, then pop up with a dialogue. Click yes, then find your Call of Duty Black Ops Ii executable. (If you don't know where this is, you can find "your game directory" by right clicking on the game, then going to manage, then click on browse local files.)
6.) Set up your controllers by clicking on the small box below the keyboard icon. Drag your controllers into your set up configuration. If you have a multi-monitor setup, you can also setup each screen for split-screen here!
7.) Hit the right arrow button in the top right, below "Mod version", then the "Play" button. (An error may pop up. That's ok. Just press continue.)
8.) Ingame, select “Online”. Press “X” (on an Xbox controller, “Square” on a Playstation controller). Change Party Privacy to “Open”. Then press “Y” (on an Xbox controller, “Triangle” on a Playstation controller). Invite the other person on one screen, and press “Y” again on the other screen and accept the invite under the invite tab. Then, do “Custom Games”, and setup a game. IMPORTANT NOTICE: Your game will crash if you try to load a level from a DLC that you do not have downloaded.

I don't think the first method would work because it's a milenko profile instead of a player1/2 profile, I'll try to figure out the second method.

That is a good question, I wish I knew the answer to. My guess is that you can either try:

1) Change the classes WITHOUT the Nucleus Co-op program, in just single-player. See if that works.

2) Find where Nucleus Co-op saves are located, replace the saves with your save from single-player, located in a different place.

If I make a weapon class it won't save the next time I do coop, any way to fix?

Hello, i want to play local multiplayer but the game won't connect to servers
The error says it can't connect to black ops 2 servers

doesnt work it only lets whatever side is selected play
even with two controllers
