Improved Stop Homlessness

Based on the stop homelessness mod.

I made a few improvements to it.
1. No longer stops pop. growing. Instead it converts all of it into migration. If pops cannot migrate, then it has no effect.
2. Max. immigration grow is increased to 50. Making it incredibly difficult to achieve a kind of migration, that result in losing pops.
3. Beside stopping pop. assembly it also reduce the job upkeep for assemblers by 75%. Similar to the stop robot assembly decision. These two are stacking making you able to reduce assembler upkeep further, but to be honest simply disabling the job, or replacing the building is much more efficient.
