Description
Adds packaging and unpackaging plants and items for transprt of liquids and power as launchable items in the form of liquid transport canisters and power cells. Allows things such as cryofluid to be routed via mass drivers or transported between sectors via launch pads to pour them into a front-line sector for the war effort.

Adds:
- A tanking depot for each of the four fluids that packages 60 fluid into each drum/canister, filling up and producing one container per second.
--- Water and oil tanking depots also use a copper and 60 power to manufacture and fill each drum.
--- Cryo and slag depots use one titanium and 60 power to make and fill their exo/endo-thermic canisters.
- A low level lithium power cell plant that packages 600 power into a battery every second. Also uses 60 power/sec and a piece of lead to make the power cells.
- The high level surge cell plant packages 6000 power/cell into a surge cell every second. Uses an additional 60 power and 1 surge-alloy for each one.

- Distribution stations for liquid produce exactly as much liquid per container (60) as was put into the containers, but they unload them faster at one per 3/4 second. This means that with a steady stream of packaged liquid items they can supply 80 liquid per second. Just like the packagers, they use 60 power.
- The power distribution station also unloads exactly as much product per item as was put into it, and at the same rate of 1 item per second. This means that:
--- Fed lithium power cells, it can supply your grid with 600 power per second, similar to a thorium reactor.
--- Fed surge power cells, it can supply 6000 power per second, similar to an impact reactor.

A schematic for a logic processor that will shutoff the power distribution stations (or anything else) when their power is not needed. Prevents wasting of power cells.

Another schematic that does the reverse, shutting off power cell plants (or other buildings) when power gets low to conserve the power they use, then back on once the battery fills up.
