The rules document is actually a stack of "Cards". You can look through it like you would any other deck of cards in tabletop simulator. I'm actually posting an update to the game sometime this week or weekend that will have a new version of the rules which will be a PDF for easier reading, with some clarifications and better formatting.
Until then, I recommend trying to read through the current rules by "moving cards" from the top of the rules "deck" to read through the rules.
Evolve not being included in the rules was due to oversight, and will be added in a patch that should be published later today. Here's how evolve will be explained in the new rules:
Evolve Key Effects
•Cards with the Key effect “Evolve” can only be bought if the player owns a copy of the card named by the Evolve Key effect.
•When the Evolve card is bought, it swaps places with the card mentioned by its Key effect.
-This retires the old card, and the new card takes its place in the player’s deck, discard
pile, hand, or charge area, etc.
There will be an example in the rules as well, but I hope this helps for now!
