Getting the quest
Check out the Crown Store and find the quest under Events > Quest Starters. Get it.

Finding Pumpkins
Find a grocer in any large city, like Daggerfall, and purchase a Pumpkin from them.

Finding guts
Kill small things like rats and loot the Guts (item) off them.

Acquiring Essence of Death
Go into ANY delve and kill the boss. Loot the Essence of Death (item) off them.

Return to the Witchmother
You can find the Witchmother's area in northeastern Glenumbra, southern Stonefalls, or northwestern Auridon. Her icon is the little event star square. Go there.
Walk inside her brewery and talk to her. Let her brew a potion for a few seconds, and then blow through the dialogue to complete the quest.

Find the Witchmother's Whistle in your Collections
It's in Mementos, and all you have to do is double click it or press E on it. Now you have an 2x exp boost for 2 hours. Aka 12 exp is now 24 exp. You can get the exp boost by using the item until the event ends on November 3rd at 10am EST.

Acquiring The Quest

STEP 1: Open the Crown Store (,) and go to Events > Quest Starters. The quest is the only item in the Quest Starters subsection.

STEP 2: Press E on the quest (or double click on it) and click Purchase "For me".

Gathering The Materials

STEP 1: Immediately after acquiring the quest, the Witchmother appears near you. Talk to her and you will get the next step of the quest.

STEP 2: Acquire a Pumpkin: You can go to any major city to find a Grocer. They will sell you a pumpkin. You can go to Daggerfall (in Glenumbra), Shornhelm (Rivenspire), Windhelm (Eastmarch), Refur Trading Post (Grahtwood), Alinor (Summerset), and probably a few other places, but I was too lazy to go through every region.
I picked Daggerfall (Glenumbra) to find the Grocer. He is right here in the little merchant area.Here's what Pierette Cottret looks like.
Now buy a pumpkin!

STEP 3: Acquire guts: You can find guts on tiny animals like rats. Things that don't work are insects and deer. Just find a rat in a town (like Daggerfall) or in a delve.Smite that rat!

STEP 4: Gather an Essence of Death: You get an Essence of Death by killing any delve boss. So I chose the delve "Illesan Tower" which is right outside of Daggerfall. Play through the delve normally and kill the boss as usual.
The Essence of Death drops on the boss as normal loot. Pick it up.

Returning to The Witchmother

You need to get back to the Witchmother now. She appears in 1 place in each alliance. Here's a map of where she is in each alliance!

Walk into The Withmother's Brewery.

Talk to her, then wait for her to finish brewing her magical stew (It'll take up to 10 seconds). Talk to her one last time, and complete the quest.

Now you should have the Witchmother's Whistle in your Collections! (Collections > Mementos)

FAQs About The Witchmother's Whistle

How much is the EXP bonus?
You get 2x exp. (If you gained 12 exp, you would now gain 24 exp).

How long does the bonus last?
The bonus lasts for 2 hours. After the 2 hours, use the Witchmother's Whistle again to have the bonus for 2 more hours.

Can I use the Witchmother's Whistle a certain amount of times?
No. You can use the Witchmother's Whistle as many times as you want.

Can I increase the buff time past 2 hours?
No, the time does not extend past 2h. If you use the Witchmother's Whistle, wait 5 minutes, and use it again, you will have a buff duration of 2h again, not 3h 55m.

Does the exp boost work after the event is over?
No. Once the event ends on November 3rd at 10am EST, if you use the Witchmother's Whistle again, you will not receive an exp boost. The cauldron will still appear though.

How can I remove a costume/visual change to my character?
Open the Character menu (c) and scroll down to your buffs. Right click a buff to remove it. Make sure you removed the visual change, not the exp boost.

FAQs About The Witches Festival Event

Can I get enough Event Tickets to get the Indrik by the end of the event?
No. You get 3 Event Tickets per day, but the event is only 12 days long. 3 x 12 is 36. You end up 4 Event Tickets short of getting the Indrik. You can get those last 4 Event Tickets buy buying them in the Crown Store. Each Event Ticket is 250 Crowns (about 55,000g), so you'll spend 1k Crowns (about 220,000g).

Can I buy Event Tickets?
Yes. Check out the Crown Store in the Events section. You can buy each Event Ticket for 250 Crowns. You can ask someone in zone chat to buy you the Event Ticket, will cost you 55,000g each if the conversion rate was 1 crown = 220 gold.

How many Indrik Berries can I get?
Only 2. You will have to wait for the next event to get the next 2, unless you had already gotten them during the Greymoor event, in which case you should have all 4 by the end of this event.

When is the next event?
The next event should be around New Years and is the New Life Festival. If you don't want to buy Event Tickets, this will be your next chance to get Event Tickets and get the mount or berries.
