Raised Levies War Declaration

Description
This mod lets you declare war while your levies are raised.

This is compatible with anything that doesn't change the 00_war.txt file under character_interactions, which should be most things.

Not ironman compatible.

Let me know if there are any bugs.

Yes you can declare war with your army in enemy territory, there's no restriction there. Just don't do that. Or do that. I'm not your mother. I'm 99% sure the AI will not declare war with their levies raised. I've noticed no change with AI behavior.

Hi, anyone tested this mod? I am interested in downloading, it sounds quite interesting as it makes the game more realistic. As the person below asked, if your levies and mma are raised in enemy territory, can you still declare a war ? (same with the AI ?) Thanks
