Report a translation problem
Use the visible above-ground to dropper-tool to select the item in Move It! to select the entire map. To find it if you can't see the item, it is to the right of the default "northernmost" (the side opposite of the GIANT mountain range in the 'south' that takes up 3/4 of the maps edge) roundabout.
Use Move It! to move it roadside. This will allow services like trash and police, etc. to access it to clear the issues. It shouldn't give you issues anymore, but of course, you cannot place any service buildings or zone the area. The solution I found is to move a building (such as a police station) on top of it to hide it, since it is an underground only building anyway.

I agree with you. I LOVE this map, but having warning icons connected to random buildings that break when I try to adjust them is a no go for me. Its a shame really.
I think it is not meant to be removed, or at least the map maker doesn't want us to. The description mentioned some prophecy that the end will come if the mayor unsub to the stargate.
While I completely respect the map maker's decision and personally think the map is very beautiful, I am not into supernatural stuff and just want to have a realistic city. I wish there was a way to completely remove the stargate, but if not I will have to go play another map
