I completed the conversation by giving her an Owlbear Egg and getting the cash reward. I was then able to talk to her again and buy any of the mentioned items.
"Absolute's Bane" is conditional.

This shows the special ability "Absolute's Bane" only applies is the character has been branded as a follower of the Absolute.
The Sleight of Hand boost applies regardless.
