Correct. You need a character to spot that it's movable in the first place, and a character with high enough strength to move the rock enough to find the ruby.

The rock has no durability. From what I can see, the only way to move it is with a character that has a high enough strength attribute. I haven't been able to move it, so I could be mistaken, or mine might be bugged.
