In the meantime, I find that some mods that are quite common these days might also cause issues with the upkeep mod:
!!Universal Modifier Patch (3.8.*) - This mod caused the station upkeep to be in effect when activitated. The station upkeep will disappear upon deactivating the mod
! Casako's Framework & Modmenu - the Framework mod will see the upkeep as a bug due to some ingame (from mod author: In war setting, there is a function called MCM which will consider zero upkeep is a game mechanic bug. Then this feature will give upkeep a lower limit which is 50%.So, find this feature and disable it.)
Production Revolution: Upon changing the districts into "automated districts" the districts will now have upkeep (seems to have no upkeep before this - but it might be due to the ingame function of the Revolution mod rather than your mod)
Do the following:
1) Go to the 00_defines file ( steamapps - common - Stellaris - common - defines)
2) Locate the following line :MIN_ECONOMIC_MODIFIER_MULT = -0.9
3) Change the value (-0.9) to -1 AKA MIN_ECONOMIC_MODIFIER_MULT = -1
4) Save the defines file and then subscribe the file. Enjoy
