So 17 is already pretty much. ;-)
I´m fairly new to the game, as you may have noticed, so I´m also pretty shocked that can´t always build biorobots.
But thanks to your other mod i finally can.

There's no set amount of breakthroughs, there's a minimum of 12 (or there abouts).
And no this mod adds a game rule, you pick those when you start a new game. The first time you start the omega it will give you three breakthroughs, that's it.
If you just want to cheat some in, then you can use my Unlock Breakthroughs mod.
I have a few saves where the last three breakthroughs are missing.
Can I get them with the telescope?
