The renaming to Pingyu and the transition to Qiao Commandery likely occurred posthumously, possibly during later reorganization efforts by the Wei or Jin dynasties, but it's difficult to say when this happened, if it ever even did happen during the administration of Wei at all. Likely not until Jin.
So, I think you are just a fan of the KoeiTecmo games, and wanted to rename it Qiao commandery, and the city renamed to Pingyu just because you like it that way, not because you want historical accuracy.
