Twilight Imperium 4 custom factions

New factions with a little something for every sort of player. These will be updated following Prophecy of Kings release, and some of the factions have been made with this expansion in mind, and some of the (notably Hiigarans and The Directorate) will need PoK material to be played effectively. These factions DO need play testing and will be tweaked as the need arises.

I would like to thank TacticBlue, JustinExile, and anyone else who provided feedback, for their assistance and ideas when brainstorming.
