Zed time last 3 real world seconds and you can kill before the end of those 3 seconds to ensure the continuation.
Waiting for it to end to refresh is risky if you dont have zeds close by.

I am fine with his skill choices.
The Commando has no problem decaping a SC or FP with either side of the skill tree.

I and a lot of higher-level players will disagree with your skill choice though. High Capacity Mags is better than Tactical Reload simple as you need more spare Bullets especially for when doing SC or FP Solo takedowns. And in those cases you always want Machine Gunner as your Level 25 Skill as it literally more than triples your DPS output allowing you to deal with a FP or two (or SCs) without even breaking a sweat compared to your measly Tactician damage output where you'll most likely have to ask for backup unless your FAL is still at 50 bullets or so. And reloading during an FP takedown is the last advisable thing to do, well that is unless you plan to get hit every single time and have a medic allowing you to do so.

@Pimpin Pippin try to headshot but sometime you also can kill 1 bullet bodyshot with SCAR or LMG upgrade
