How to fix aiming issues?
There is a easy ingame fix to fix the mouse aiming issues. For me every time while moving the mouse up in a slow speed GTA wouldn't move at all

To fix it just set the ingame resolution to 60 hz. This fixes the changing responsivness while aiming with the mouse
