Havine a requirement that your at 100 IA is ridiculously dumb. It basically means the mod is completely useless until after the HRE is already united, and that generally takes up most of the play time for people.

Yeah there are restrictions. The Paradox Mod tool decided to cut my description in half for some reason. Luckily I had it saved :)

will ALL vassals join. I vassalized Urbino playing Austri,an they are adjacent to the HRE but they don't join?
Are there specific criteria?

Maybe you could make it to where when the event fires it has two options? Like one is "We shall bring them into the HRE -100 opinion +15% liberty desire." or "We shall give them time." the second option is to give you time to get their opinion up and liberty desire down. The idea being you are more or less forcing them in.
