Yeah you should be able to, I accepted that Workshop Agreement and was told my wallpapers work on mobile - also tested it myself and they worked on my phone.

I don't suppose there's any chance that you could allow these to be used on the mobile version of wallpaper engine is there?

Hey mate, sorry for the super late reply. Not sure if this is still useful to you but I'm pretty sure I actually just upscaled and Photoshopped a bunch of lower res images together, then drew in some minor stuff that needed filling in. This render looks kinda scuffed since I only bothered with the parts visible on screen for this theme, but maybe it'll be useful:
