State 1 - Figurine, to be moved around freely. Note, this freedom of movement led to one of the World's Best Boss mugs to be broken in a deleted scene of Season 2 Episode 13 "The Secret".

State 2 - Bag, to store any and all items. This feature can be seen in Season 6 Episode 3 "The Promotion" when Michael uses the mug store some Gin for consumption.

A Small Note: Generally, mugs have their design directly next to the handle. However, if you watch the beginning of Season 1 Episode 1 "Pilot", you'll see that the text is directly opposite of the handle (as it is in this model). As such, this model was constructed this way out of the respect for the source material.
