Stop that Tank!, 1995

Description
On May 17th, 1995, a disturbed US Army Veteran named Shawn Nelson gained access to a US Army National Guard Armory in Clairmont, a suburb of San Diego California. He proceeded to steal an M60A3 tank from the armory and go on a destructive rampage for approximately 23 minutes. He was stopped when the tank got stuck on a freeway divider and was subsequently killed by police officers when he refused to surrender. Despite alot of damage caused, no one other than Nelson himself was hurt. The tank was also completely without munitions. The incident was broadcast live on the news.
Given the fact that no US Police department has the capability to stop a main battle tank, reports at the time say that city officials seriously considered requesting help from the US Marine Corps stationed at nearby Camp Pendelton, specifically hoping a Cobra Attack Helicopter could be dispatched to neutralize the tank. Ultimately it was not nessicary for the Marines to be sent to help.
This scenario assumes two things that could have been different:
1) Early in the Rampage, a San Diego Police officer attempts to stop the tank by climbing onto it and opening the hatch to neutralize Nelson, but falls off and is partially run over, and in critical condition. The causualty among the Police force gives more motivation to call the Marines.
2) The tank is assumed to not get stuck at any point.
Now, you must dispatch 1-2 Coba attack Helicopters to neutralize the tank, but you must also wait until final authorization to use your weapons!
