Lockdown Inconsistency Fix

While I don't usually pick lockdown (because the alternate ability helps with captures, which I like), there are all sorts of situations in which it's useful. Some more common ones.
1. Anyone you end your turn next to can't do much without activating lockdown.
2. Guarding reinforcement point.
3. Making Zephyr the most appealing target to melee enemies.
4. Often times one can predict where an enemy will move, so you can position Zephyr to use lockdown on them as they move.
Sometimes you can even do multiple or all of these at once.

Important mod, despite this being an ability I never took (in my experience enemies rarely moved up to Zephyr).

Very nice and needed mod !

@ Arkhangel nope, finished Tactical Mission. Saved in the City. Enabled Mod. Run the Game and next tactical with Zephyr mission is crashing again.

@Vulcan: Adding mods mid-tactical is idiotic anyways.

Just activated mod and my game is ALWAYS crashing when Zephyrs is in a game and Tactical Mission is in progress with this mod. Without working well.
