If relogging doesn't help, check through Atomic Shop CAMP tab and see if the Armory shows up there as owned. If not and you're not able to buy it, Bethesda support is your best bet.
It's completely possible that the helmet was included in 1st CatchUp or some newer bundle that combines older items together. Despite searching I wasn't able to find any info about re-release and thus it's unconfirmed info as of right now. And in terms of the guide, I would add it as extra info so getting it confirmed isn't 'too important'. :P Guide already mentions the possibility of them appearing like this.
Only real difference it makes (and why I would want them specified on the guide) is that once it appears on Atomic Shop once, it has higher chance of appearing back later where as other 'legacy' items may never be back.
I'm glad to hear this guide has been helpful! When I first started it, didn't know how much use people would truly get out of it, haha.
