The requirements or summary for the ingredient is listed below:

1. Locale Information - Upsurge: Conch Shell (It is a must).

2. Region - Coral Highlands (See information on Locale Information and which quest type triggers it the most here: 5th requirement or summary).

3. Palico Status (Deploy or Standby) - EITHER WAY [I'll just add as well, I definitely recommend putting your Palico on standby since they "ALERT" most, if not, all creatures in MHW.

4. Rank - ANY (In my case - It is always great to go on an "Expedition/Investigation" on Master Rank).

5. Expedition or Quest - ANY (In my case - Investigation).
