Check the sign in front of the town hall, the arch on the town square, or the arch at the festival grounds. if any of them are broken, fix them. If you moved the arches *PUT THEM BACK.* They aren't decorations and you will lose anything contained within their boundaries when a festival happens. If you decided you wanted to steal the fountain you have to replace it with any other fountain.
Once you've made sure all three buildings are registering as valid and working, go sleep for two days, although you might not see a change until the game thinks another festival should affect the town square.
I stole some furniture but did not think to steal the big fountain =_= oh well.
But yes, ultimately Easterfest is not designed to be completed in one year unless you REALLY hustle. And getting all the rewards in year one is not intended. (A tip: steal the egg fountain. you can fish all year at your lesiure.)
