Common issues after the HUGE Update (1.2.0.59)

List of All issues I've experienced from this messed up port (and these might be YOUR issues too).....

First of all, wtf?

After a million years, Rockstar found out some fans are killing themselves for this stupid mess they've made. so they decided to release an update for modern systems to run it. The only thing that they did is the game could be launched without any SecuROM and GFWL error (if you're new to this game, You're so lucky cuz we were about to bust ourselves to stop seeing this doomed error) but there are still some idiot problems though.

Anyway, Let's go to the guide...

Wrong VRAM

You will definitely have this problem if your GPU has a higher VRAM than 4gb. (Note: if you ignore this, you'll suffer from an unloaded city. check the shot below)

First fix: The stream.ini file

• Open up Steam and right-click on GTA IV
  
• Go to Manage and click on Browse Local Files
  
• Open the folder called "pc"
  
• There should be a file called "stream.ini" edit it with notepad.
  
• there are four 204800 numbers, change these numbers with your VRAM in megabytes adding two zeros to it (e.g my VRAM is 4gb, so it's 4096mb and I gotta enter 409600 instead of the four numbers)
  
• Press Ctrl+S to save changes.

Now check the game if it's fixed. If you still have the problem, head to the second fix....

Second Fix: adding commands to the game

There are three ways to add commands to the game but I'm gonna show you the easiest (not from Launch Option and the Shortcut)

• Go to game files (if you don't know how, check the first step)
  
• create a text document called "Commandline.txt" in the main folder near the GTAIV.exe not anywhere else!!!!!
  
• Write these commands:
  

   -nomemrestrict -norestrictions -percentvidmem 100 -availablevidmem XXXX 

  (Use your Vram size in megabytes instead of XXXX)
  
• Press Ctrl+S to save it.

Now it must be fixed. the other commands are for other GPU issues. Use them! They won't harm your gaming experience. :)

Rockstar Games Launcher/Social Club errors

This useless launcher is really annoying...

Please verify game files

This is probably an Internet issue in most cases. Check your connection and speed, and If you're in a restricted country, use a better VPN (I use ProtonVPN and it's awesome. yes I'm from Iran....)
If you still have this problem, Verify files from Steam by right-clicking on games and clicking on Properties. In the LOCAL FILES tab, you can find a button named "Verify Integrity of game files".

The game is already running

You're stuck in an infinite loop. Rockstar launcher opens Steam and Steam opens Rockstar Launcher.
This one is REALLY RARE that even Rockstar Support team couldn't manage to figure it out. but after busting my ass, I found the fix. this problem should be from the Game's .exe file. Go to the game files (explained in the previous section) and make all the three .exe files to run as administrator. Right-click on a .exe file then open properties. go to the compatibility tab and tick "Run this program as an administrator". do this for all three files.
Another case should be that the Rockstar Launcher's IP is not the same as your Steam Client IP that you had logged on. All you have to do is to close both Clients from the task manager (Steam Client Bootstrapper and Rockstar Games Launcher). Turn on your VPN and launch Rockstar Launcher FIRST. Then click on Grand Theft Auto Iv and press Play on Steam. Let Steam launch. if the game didn't launch, Click the button on the launcher again. That's it! The damn error is gone.

I press PLAY ON STEAM but nothing happens

This was one of the problems I was messing with for a month. After redownloading the game three times and contacting CUCKSTAR Supports, I've found out that I'm missing some system files. And my fix is to reinstall your windows If any of internet guides didn't work!! Also doing a clean install can make your game stop showing you stupid errors. Make a backup of your private stuff, and Format all drives on your pc when you're installing the new windows.

Social Club Failed to initialize. Error Code: 1001

((Fixed with the 1.2.0.43 patch))
That's a certification error. Idk wtf is rockstar doing but I definitely know that it's WRONG and not gonna help us with it. It seems to be the Game's certifications are expired at 5/30/2020 and Everyone is having the same problem. ALL YOU HAVE TO DO IS TO SET YOUR COMPUTER'S DATE BEFORE 5/30/2020!!!!

Low FPS on High-end PC

Unfortunately, there is no exact fix for it that works for everyone. The game is ported AWFULLY! You just have to get used to it because I've tested most of the solutions across the net and there is NO WAY to get rid of it. You can boost it a little by going to your GPU Control Panel and giving the privilege to the game to run with the maximum performance ignoring any power saving and limit. If someone has any tricks I'll be glad to hear that.

To mitigate low FPS on high-ends or generally, two major things can be done:
1. If you own a Ryzen 5/7 or Intel i7/i9 (essentially any CPU with 2 threads per core), disable multithreading. can be done from the bios - for Ryzens it's the SMT option, for intel Hyper-Threading, set to off. GTA 4 benefits from single-core performance the most and utterly fails at utilizing multiple cores so making your cores only handle one thread at a time really helps with this game
2. turn view and detail distance way the ♥♥♥♥ down. like, 15-20. Sure, there will be an annoying pop-in here and there but the FPS boost is really worth it. again, this stems from the horrible CPU optimization of this game. night shadows should also be off, another CPU-demanding option.

having a Ryzen 3700x and GTX 1080ti, I've very rarely seen the game run below 60 fps at 4K and it mostly holds up around 90-100... and hilariously enough, about 400-500 indoors.

(5/30/2020) And My fix:

Use the draw distance tweak from the mods section and turn off the draw distance in settings.
AND
When you launch the game, switch tabs and open Task Manager, Right-click on Grand Theft Auto IV, and press "Go to details". Right-click on GTAIV.exe and set priority to High. This will fix stutters and textures delaying + a little fps boost
Using RAM Cleaners can also help to increase fps. close every unused app before playing.

2023 DXVK Fix:

Just before everything, make sure your graphics card supports Vulkan Rendering API and has the required drivers installed.
Open the "DXVK GitHub Releases"[github.com] page and download the latest version (not the native steamrt one). Navigate to your GTAIV install location where you can see the game's .exe file, and extract the "d3d9.dll" and "dxgi.dll" from the x32 folder of the dxvk zip file you've downloaded. You should be noticing a massive frame boost if you've done these steps correctly.
NOTE: You probably won't be able to use any ENBSeries and Reshade mods on your game.
Using the previous fix along with the new one can give you a great boost if you're on a mid-end PC.
Some issues about the DXVK: If your game stops recognizing your monitor's resolution, add the following command lines to the commandline.txt file I've mentioned in previous sections:

-width XXXX
-height YYYY

replace X and Ys with your resolution value.

About Modding

The game is still compatible with most mods WITHOUT DOWNGRADING. I'm constantly adding my tested mods below:







ENB & ReShade:(UPDATE: IF YOUR GAME IS CRASHING AND YOU'RE HAVING A GOOD PC, YOU HAVE TO REINSTALL YOUR WINDOWS IN ORDER TO MAKE IT WORKING!!)
Finally, I found out that the game is still friendly with mods and injectors BUT you have to use the right ones(don't worry guys I'ma give you my own mods). You can use any reshade presets on your game or make your own by downloading all effects from The Official Site[ReShade.me]. But about ENB I don't suggest you to make your own config. After ruining my game files for several times I finally found the best ENBSERIES Presets to add to your games (And Working!):
ENB Vucko V7-0e[gta4-mods.com]Open the text file and then open the Mediafire link.

ENB Vucko:






USE THE 1.0.7.0 PRESET!. It's working fine with the game but it has a couple of problems. You can't Switch tab. If you do this, you're gonna face with a city drowning in smoke lol

Another problem I've found is with the cutscenes. They're overbright. It's still visible but if you're so sensitive then you gotta forget about ENB :(
If you have the problem after the cutscenes, Toggle ENB on/off (Shift+F12 by default).


CryENB[www.lcpdfr.com] is one of my favorites if you have a good pc (needs 6gb of VRAM for the "Insane" Preset)








Car Mods: Yes they're working but don't use them. Car mods were almost the main reason of issues happening around my game so far. (from what I've experienced) Your textures will start delaying to load after 10mins of playing. Then they stop loading and after a quarter your game will be unplayable.







ASI Loader: Still working.... Use it for ASI Scripts based mods. Link![www.dev-c.com]




Lord Neophyte Textures: Working Fine. You'll easily see the difference (Torrent File[drive.google.com]/How to Download?[www.utorrent.com])

Draw distance Tweak: Rendering distance fog is harder than rendering the whole map for this game... Use it for a good fps boost (also don't forget to turn off draw distance from settings. The mod will still do its work) Link[www.gtagaming.com]

Project2dFX[github.com] is also suggested for distance tweaks. This mod above removes the distance fog but models will still remain on low-poly LoDs in distances. So if that really matters to you, and have a good pc, Project2dfx is your friend!

Not sure about the "Wrong VRAM" thing. On a fresh install, the game tells me that I have 12243 MB available. It only changes when I downgrade to 1.0.8.0, 1.0.7.0, etc. Then it tells me that I have 2048 MB.

apparently its error code 4 that was showing before, not your code. weird this only happened after i downloaded Enb Vucko mod

after downloading the ENB Vucko V7-0e mod on gta 4 the game gives me that error every time i go in and it forces me out until ther rockstar services are "available again". i tried setting the date before 5/30/2020 and it bricked the cuckstar launcher completely, it wont even boot into the game and i have no idea how to fix it
