Federations EXP per Rank Rebalanced

A small, quick, and dirty edit to rebalance federation EXP to level for rank 4 and rank 5:

Rank 4: 4800 > 3600

Rank 5: 9600 > 4800

REASONING: This is a meta change to reduce the time needed to max out a federation from 150 years to 100 years at max speed. Thus a federation formed in the early game can reach rank 5 potentially before the first mid game crisis (instead of just before the end game crisis) if you use the default mid/end game years (2300 and 2400 respectively).

COMPATIBILITY: Load at the top of your load order to prevent overriding any other federation mods.

This should be compatible with existing saves.

SUPPORT: This is a small and simple mod, so I will not be offering any extra support for issues with other mods. Anyone is free to take, edit, or reupload this mod as they see fit.
