I am the Senat - Tweak

This Mod is part of my Diplo Tweaks Collection

Lets be honest: being in the Community is fun but being in the Council is better. Nonetheless the single best thing is being the Senate! But it takes so long to convince everbody to hand over all these sweet Powers to you. And you alone.
This Mod does tweak some very minor thinks.

1. The Council can be proposed after just 5 Years have passed

2. You can directly reduce Council Seats to 1 without the need for the intermediary step of 2 Members

3. Only Members of the Council can propose to demolish it

This Mod changes how the Community works and will make it pretty unrealistic that you can lose your one Seat on the Council ones you gained it. No changes were made to AI or its behavior.
Be aware that all of these Buffs apply to the AI aswell.
