Crappy Guns Rebalance

Description
Makes the guns less effective generally.
It also makes the Mac-10 (Silenced) go to the secondary slot.
[BTW, I made this for myself. I really don't care to put any screenshots in.]
Changes:
. Weapons have less ammo
. Weaker weapons
. Some snipers stun enemies
. AK-47 replaced by MP5
. Mac-10s use the secondary slot
. Melees use the primary slot

Some models will not show correctly if "sv_consistency" is set to 0 on local servers.
