Lists all methods of countering the Oppressor Mk II I know of. Sorted by increasing difficulty and decreasing effectiveness. All vehicles listed below are assumed to have a driver/pilot inside and non-Pegasus vehicles fully upgraded.

Note that the guide:
  • Considers only the situation when the opponent is on the Oppressor Mk II (not situations when the opponent is on foot, in a car,...) and the bike has missiles.
  • Assumes that money and unlocks aren't a problem. If you can't afford any of the below counters, ignore the opponent and move on.
  • Only includes legit methods and at most unpatched glitches or exploits created by Rockstar themselves, not cheats from third parties.
  • Does not include counters to the methods listed so amateur Oppressor spammers won't gain much from this guide.
  • Does not include detailed instructions for individual methods.
  • Only considers free aim targeting mode.
  • Is serious and does not list (near) impossible methods like "2 Baguette's on an Italian scooter" or "passive Cargobob carrying an NPC-driven Rhino aiming at the hoverbike" as appropriate counters.
  • Only provides knowledge to counter against Oppressor Mk II users, not skills.

Easy (1/2)
Orbital Cannon
  • Strategy: Use it when the enemy is out in the open. [Optional] Use glitch to spam orbital cannon on Oppressor Mk II spammers
  • Pros: Easiest legitimate way for a kill
  • Cons:
    1. Can't kill if the target is hiding
    2. Useable only once per ingame day (without glitch)
  • Counter Type: Offensive

Yacht's Defense System
  • Strategy: Lure unwary target to the yacht and have Defense System enabled before the enemy gets off their bike
  • Pros:
    1. High precision
    2. Also destroys incoming missiles
    3. Targets Oppressor Mk II
    4. Can be used almost anytime
    5. Yacht is indestructible
  • Cons:
    1. Experienced opponents will most likely know to avoid
    2. Limited range
    3. Sometimes explosions don't damage the target
    4. Kill does not go to the yacht's owner
  • Counter Type: Defensive

Ruiner 2000: Fully Loaded
  • Strategy: Chase down the target. [Optional] Quit organization right after launching work for stealth Ruiner 2000; other players use their Ruiner 2000's to confuse the enemy
  • Pros:
    1. Decent top speed
    2. Good braking
    3. Heavily armored: ~27-28 missiles to be destroyed
    4. Has the most accurate missile tracking ingame
    5. Has unlimited missiles
    6. Immune to lock-on during mission
    7. Has power hop
    8. Can aim at all directions
    9. Has parachute to glide and travel around more easily
    10. Hidden from radar if noone is inside
    11. Once destroyed, a new one will spawn close to the hosting organization
    12. Hosting organization have 3' to get into the car before the timer starts
    13. Stealth method makes the enemy less likely to notice the car being the Fully Loaded variant
  • Cons:
    1. Oversteers often like other muscle cars
    2. Experienced opponents will know how to counter
    3. Can't be repaired
    4. The first Ruiner 2000 when Fully Loaded starts spawns far away
    5. Immune to lock-on for only 20' before a 50' cooldown
    6. Stealth Ruiner 2000 method disables the hosting CEO from re-registering either as CEO or MCP
  • Counter Type: Defensive-Offensive

Stromberg
  • Strategy: Use in the city to have buildings as cover. Stay near a vehicle workshop/repair shop
  • Pros:
    1. Fair top speed
    2. Decent durability: ~7 missiles till destroyed
    3. Has very accurate missile tracking
    4. Amphibious
    5. Has 60 torpedoes underwater
  • Cons:
    1. Can't aim higher on flat terrain
    2. Can be easily countered by experienced opponents
    3. Needs to be refilled with missiles inside a vehicle workshop/garage
    4. Usually catches fire when hit by missiles
    5. Can't be repaired when on fire
    6. Engine will fail in water if a window or door is broken
    7. Torpedo Launcher has slow rate of fire
    8. Significantly shorter lock-on range than Oppressor Mk II
  • Counter Type: Offensive

Explosive Shells
  • Strategy: Stay out of the target's range of attack and use snipe them down. Use shotgun when the target approaches. Stay near a weapon workshop to refill fast. [Optional]:
    1. Use sticky bomb and suicide to deny kill (try not to get killed by enemy with own sticky bomb through chain rule)
    2. Use BST
  • Pros:
    1. Any shot hitting the target knocks the enemy off
    2. Damages the bike
    3. Enemy has to manually aim
  • Cons:
    1. Missile's explosion has large area-of-effect, instantly killing player even with BST & armor
    2. Needs precision
    3. Ammo cannot be bought through Interaction Menu
    4. Player cannot change to other ammo types remotely
    5. Counter Type: Offensive

Avenger
  • Strategy: Enable auto-pilot, gunners attack. If there's no gunner, pilot can hit the target with the plane. [Optional] Co-pilot uses flares to deflect missiles
  • Pros:
    1. Very high durability: ~34 missiles
    2. 3 powerful, excessively-high-range explosive cannons
    3. Switching between unmanned turrets doesn't require changing seat
    4. Cannon shell's trail is invisible to players roughly 500 metres away from the plane
    5. Cannot be locked on to when there's noone inside the cockpit
    6. Can still fly normally with only 1 working proportor
    7. Very resilient to physical impact
    8. Doesn't need Mors' service when destroyed
    9. Has countermeasures
    10. Has bombs
  • Cons:
    1. Ailerons & engines can be destroyed, disabling the plane, losing altitude
    2. Shells travel more slowly than normal, not instantaneously hitting the target/exploding upon reaching max range
    3. Sluggish handling and climb rate
    4. Hard to outrun missiles
    5. Has big proprotors, cannot be landed in plane mode
    6. Only repairable inside facility
    7. Only co-pilot can use countermeasures
  • Counter Type: Defensive-Offensive

Thruster
  • Strategy: Fly away from the target at full speed to make locked-on missiles explode upon impact with invisible wall behind the jetpack. Empty the Oppressor's entire missile stock or use chaff then counter attack. Consider using miniguns if missiles can't hit the target
  • Pros:
    1. Can evade all locked-on missiles from Oppressor Mk II
    2. Has countermeasures
  • Cons:
    1. Has very poor missile tracking (if upgraded with missile launchers)
    2. Carries only 30 missiles (if upgraded with missile launchers)
    3. Can only be repaired and refilled with missiles inside facility (if upgraded with missile launchers)
    4. Can only evade locked-on missiles at high speed
    5. Can still be hit and inflicted damage by non-locked-on missiles

  • Strategy: Chaff over smoke & flares, missiles over 2 other weapons. The rest depends on the user's skills
  • Pros:
    1. Flies fast
    2. Has very accurate missile tracking
    3. Can carry 20 missiles (if bought)
    4. Can dodge/outrun all missiles (requires very high skills and a bit of luck)
    5. Can have countermeasures
    6. Very hard for biker to fall off, even when crashing hard into an obstacle
    7. Can be repaired and refilled with missiles (if bought) inside garage/Terrorbyte
    8. Can go upside down for advanced techniques
  • Cons:
    1. Offers no resistance against missiles

    3. Diving into water instantly wrecks the bike

Strategy: Camp inside a deep and small tunnel where the target can't escape easily. Lure them in, then surprise attack with a tank

Only use at high altitude. If forced to fight at low altitude, stay far away from enemy Oppressor, combine rudder turning or circling with flares (if purchased) and obstacles to outrun missiles. Lure enemy to above idea altitude to outrun missiles more easily. Use cannon to knock the enemy off their bike (easier to hit, low chance of a kill), or use missile barrage (harder to hit, assured kill)

    1. Enemy has to manually aim
  • Cons:
    1. Missile's explosion has large area-of-effect, instantly killing player within its area even with BST & armor
    2. Needs to hit the enemy half the size of the entire target, normally moving at high speed

Ballistic Equipment
  • Strategy: Use with BST. [Optional]: Stay near deep water to suicide faster to deny kill
  • Pros:
    1. Player can take up to ~6 missiles with BST
    2. Explosions don't knock player off
    3. Enemy has to manually aim
  • Cons:
    1. Missile's explosion has large area-of-effect
    2. Needs to hit the enemy half the size of the entire target, normally moving at high speed
    3. Player can't use own snacks
    4. Very limited movement
    5. Player will die if accidentally fall in deep water
    6. Player can still be run over

Deluxo
  • Strategy:
  • Pros:
    1. Has invisible wall beneath, missiles exploding upon hitting the wall don't damage the car
    2. Has second most accurate missile tracking ingame
    3. Can fly and hover
    4. Engine cannot fail even when coming in contact with water in hover mode
    5. Can aim at all directions
  • Cons:
    1. Offers no resistance against missiles
    2. Lower speed in hover and flight modes
    3. Can only be refilled with missiles inside a vehicle workshop/garage
    4. Very experienced opponents will most likely know how to counter
  • Counter Type: Evasive-Offensive

Scramjet
  • Strategy:
    • Method 1: On flat terrains, go the opposite way as the enemy, maintain high speed to dodge missiles, turn back once passed. Combine effectively with power hop and rocket booster
    • Method 2: When below the enemy where they can't aim, hop, head up, fire. [Optional] If enemy is low enough and the fired missiles still haven't hit them, use boost to get higher than the enemy and fire. A panicking enemy trying to outrun Scramjet's missiles most likely won't be able to fight back
    • Use buildings as cover
    • Combine power hop with booster and get pass Oppressor Mk II's lock-on range to get away safely
  • Pros:
    1. Good acceleration (Extremely high with boost)
    2. Decent top speed (Very high with boost)
    3. Good handling
    4. Good braking
    5. Has rocket booster
    6. Has second most accurate missile tracking ingame
    7. Has power hop
    8. Can aim at all directions
  • Cons:
    1. Offers no resistance against missiles
    2. Method 1 is only effective on even terrains

Vigilante
  • Strategy: On flat terrains, go the opposite way as the enemy, maintain high speed to dodge missiles, turn back once passed. Use buildings as cover when retreating
  • Pros:
    1. High acceleration (Extremely high with boost)
    2. High top speed (Very high with boost)
    3. Decent handling
    4. Decent braking
    5. Has rocket booster
    6. Has second most accurate missile tracking ingame
  • Cons:
    1. Can't aim higher on flat terrain
    2. Offers no resistance against missiles
    3. Only useable as a counter on even terrains due to lack of armor
    4. Extremely hard to evade missiles once in midair without booster
    5. Can only be refilled with missiles inside a vehicle workshop/garage
    6. Slow rate of fire
  • Counter Type: Evasive-Offensive

Oppressor
  • Strategy: Same as with Scramjet, but with gliding ability and rocket booster
  • Pros:
    1. High acceleration (Extremely high with boost)
    2. Decent top speed (Very high with boost)
    3. Excellent handling
    4. Excellent braking
    5. Has very accurate missile tracking
    6. Has rocket booster
    7. Has wings to glide
    8. Can aim at right above or below
  • Cons:
    1. Offers no resistance against missiles
    2. Only useable as counter against Oppressor Mk II on even terrains
    3. Missile tracking isn't good enough to easily hit Opppressor Mk II in vertical directions
    4. Very hard to evade missiles once in midair without booster
  • Counter Type: Evasive-Offensive

Annihilator
  • Strategy: Keep distance with enemy. Fly upward to evade missiles. Always be reasonably higher than the enemy to dodge missiles but not too high to get hit from below
  • Pros:
    1. Has lowered lock-on hitbox
    2. Quickly obtainable by calling Pegasus
  • Cons:
    1. Offers no resistance against missiles
    2. Slow
    3. Big, bulky, and heavy
    4. Very underpowered miniguns
    5. Has 4 miniguns whose firing paths do not converge to the crosshair's indication
    6. Harder to gain altitude than Oppressor Mk II
    7. Very hard to dodge missiles from above or far below
  • Counter Type: Evasive-Offensive

Turn on first person nose camera in the settings, get a lazer, fly circles if the fag shoots rockets at you, gain altitude doing that, and strike from above and then spawncamp them to hell. Simple.
