Press WIN+R
type: Regedit
Inside Regedit go to HKEY_CURRENT_USER\Software\Valve
There is a folder called Source, on this folder, there will be a key called: language, changed to English
After clicking the source folder on the right side of the page and going to permissions
In permission, you are gonna change all groups and users to denied Total control and press ok and then ok on the warning.
