Summary
Here's how-to:

1. Right click on "Computer" Icon.

2. Select "Management".

3. Expand "System Tools" catalog.

4. Select "Device Manager".

5. Find "Human Interface Devices" and expand it.

6. Now you can see something called "HID-compliant device", right click on everyone of them and select "properties".

7. Select the second tab (should be "drivers") and click "disable".

8. Disable all the HID devices in this way.

9. The game should work fine now, no lag, no stuttering. Enjoy!

Just add dinput8.dll in game folder and stuttering fixed.

well this did work thanks , but now the game keeps crashing every 5 min , it wasn't before i did this , looks like no point of trying to fix this broken game.

this game keeps on flashing to my desktop. I tried all of the HID's and it does not help. how do I stop it from flicking to my desktop while playing?

This worked great for me as well. VERY noticeable improvement, with little if any stuttering now. Thanks!

I actually needed to disable the "HID-compliant consumer control device" entries as well in order for the stuttering to go away.
