Which the DLC is the tourist addition you have to pay 10$ plus tax so about 11 total and I bought it and i think it is worth it

the sheriff and judge are dlc weapons

Yes, originally, a few recipes were "locked" behind certain decisions at the end of the game. They added the ability to get these items as drops in a later patch.
