YOU'RE GOING TO TRY TO MAKE UNDERWATER MISSIONS?! Sorry. Getting excited. Best of luck on the mod!
At present I'm looking for copyright-free relief maps and underwater graphics like on shutterstock.com . With software like Photoshop, After Effects or Autodesks Maya - and Blender - it is possible to imitate underwater locations (higher prportion of blue). may be I have to create my own backgrounds/maps...
Yeah! You're right! There is a lot to do. I already made that experience when making my first tiny little games with "Unity". You have to consider so many things we take for granted...
As you said - it's a hard job! So I'll start with a small mod. With a few underwater missions. It will be tricky to integrate something that was not made for THIS game.
One of the next things to do is to create a logical story and logical missions. And all the other things needed... ;)
You're right! That's what I have in mind... Anno 2070 uses some interesting underwater sounds. I haven't played it since 2017.
But since a year or so I "returned" to play XCOM 2 WOTC. With all the wonderful mods the game became better and better. At present I'm at level 19 and I will win WOTC game #32.
But one little thing is missing... missions in the sea. I got an underwater mission twice in the present campaign (using Eclipsezrs map mod - I like that mod).
More than 2/3 of our planet is covered with water. CGI software used in blockbusters and documentations is getting affortable for individuals. I already own some of these programmes and it is a pleasure to "play" with them...
There's a lot to do...
The idea is interesting but it seems hard to do, not impossible tho but it will demand a lot of work. If you change most of the map (some ground map could remain for ground attacks and terror missions on the ground), tanker/cruiser missions that have two part could be made since in XCOM2:LWOTC the Chosen stronghold missions are a two part mission. For water effects that will be tricky, you could slow the running/moving animation so that it feels like we are underwater, but unless you put like a dark blue filter and some moving effects..... it depends on how good you want to make water.
