Follow this:
Open Explorer and go to this folder --> C:\Users\USERNAME\AppData\Local\BANDAI NAMCO Entertainment\ACE COMBAT 7\Config --> open file Input.ini --> under this

copy paste my config instead the empty one (The button numbers are the ones on the Joystick itself. You can change that if you want).

You can use the game menu with Keyboard or with POV and Button 2 to confirm. Button9 for skip cutscene.

Thank you @Gorefest for this guide. Following this is all I needed to do to get this working with a Logitech Extreme 3D Pro. I didn't follow any YouTube videos or install any software as some comments have recommended. That is overkill for this flight stick. Also thank you @RustedKnight for sharing the alternative set of controls you created to support the high G maneuvers button and all menu navigation buttons.
