Hannibal ad portas: During peacetime, Military Units increase Production by 10% when garrisoned. During wartime, all the Phoenician units reduce the Combat Strength of adjacent enemy units by 5. Hannibal has a Unique Unit: the African Forest Elephant, that starts with one free promotion.

Agenda:

Punic Wars: Emphasizes protectorate wars. Admires civilizations that start protectorate wars. Dislikes civilizations that attack city-states.

The capital is Carthage.
The Great General Hannibal barca is replaced by Hasdrubal.
