Description
This mod unlocks forming countries / nations, so player and AI have more options.
1. Form country before 10/20 admin tech (pay 100 admin monarch points for each tech below 10)
2. Form country diplomatically with bigger union subject (pay 15 diplomatic points per each additional city)
3. Form nation based on accepted culture, not just primary culture
4. Create end-game country from another end-game country.
5. Allow subjects to form nations
6. Change restrictions to form Roman Empire.

1. If you are inpatient to wait for 10/20 admin tech (some magical boundaries to create interesting countries), now you can create them earlier. Each missing admin tech requires 100 admin monarch points. So when you have admin tech 7, forming Italy will cost you 300 admin points.
Supported countries: Spain, Italy, Great Britain, Commonwealth, Russia, Prussia, Scandinavia, Germany, Ireland, Netherlands, Arabia, Ruthenia, Tuscany, Egypt, Greece, Hanover, Sardinia-Piedmont, Westphalia

2. If you are going to create a country diplomatically, now you can do it even if your subject grow bigger than vanilla limit. Each additional city requires 15 diplomatic monarch points. So when your subject has grown 10 cities above limit you will pay 150 diplo points, but at least you have option to create country.
Supported countries: Commonwealth, Spain, (other in progress)

3. If you would like to form nation, which is not part of you primary culture group now you can, if it is acceptable culture in your country. So you could start as Province and from Spain, as Austria form Italy, as Lithuania form Russia etc. As long as all required for conquest provinces are original and accepted culture. So to create Italy, it should keep Latin culture in provinces, which also need to be your country accepted culture. For multiple cultures in one group it could be challenging to accomplish, but possible.
Supported countries: Spain, Italy, Great Britain, Russia, Scandinavia, Ireland, Netherlands, Arabia, Ruthenia, Tuscany, Egypt, Greece, Hanover, Westphalia, Rum, Persia, Andalusia

4. Removed limit preventing end-game countries to create other end-game countries. So now you can create Great Britain from Ireland, Russia from Commonwealth etc.

5. Removed limit to be independent nation to form a country. So now your subjects can change tag if they match requirements. [Keep it blocked when subject is one of diplomatic pair POL-LIT, SCO-ENG, CAS-ARA]. So for example you can feed your vassal Catalonia to form Spain, Kiev to form Ruthenia etc.

6. Removed religion limitation on Roman Empire. Also allow to form ROM if nation pass territory requirements via subjects, so for example you can have Spanish vassal and don’t have to annex it. Additionally, because roman culture is not assigned to any tree, make a default conversion to Roman culture affecting more cases in controlled provinces. It changes all you primary culture group and accepted cultures into Roman and also Latin and Byzantium culture groups.

This mod adds additional decision. It doesn’t change any game file and should be compatible with other mods, as long as tech levels are same as vanilla.

The mod is no longer necessary because you can change the game settings in the lobby to enable forming nations, except for Ming and the Ottomans who do not have decisions to form them.

i cant form germany earlier, i have got all the provinces. i cant see the whole text so is there any other requirement except from provinces?

Any chance to update this and the other? I have actually tried and while they still work, they are a bit outdated.
On the other hand, is it possible to make the endgame nations form again like this? I've tried to do it myself but without success and I can't find any mod that does this or the above updated.

Can you add Deccan ? The tag pretty useless with adm tech 20 at this time you've probably already form Hindustan.

@Lazarus this mode not, but I created mode https://steamcommunity.com/sharedfiles/filedetails/?id=1974438069 to form most of basic countries from custom nations. This mode make easier to end games tags like Russia or Spain..

Does this allow custom nations to form countries? I've been playing a lot on random and being able to form new nations would massively help with setting goals and immersion

oh ok- that should cut down on random country changes (maybe prevent the AI ottomans from forming Egypt?) Thanks for the respond. I will have to try this out for a France game.

Acceptable culture is not limited to player only, AI also can do it. But I can add some related exceptions if needed.
