Make a backup copy of the file "00_buildings" and stick in somewhere safe in case you break something.
Open the original in a notepad (notepad++ is really good for this but any will do), search for "fort_level" and change the number after = to a lower one. Do this for each fort (so keep searching until they are all done), then save the file. Boot the game, test away.
Bear in mind this will make it easier for the AI to siege you down as well. If you're looking for something that only affects the player you'd need something more complicated.
