Some of those alters actually do something when you put an item on it, but yes, many don't do anything and I mostly used them as props.
As for the difficulty level, I had designed and play-tested the dungeon to be played with a new party. I probably should include that info in the description.

Imported a party and found it to be to easy. Very confusing that there were so many alters with nothing about them. Don't get me wrong it was a nice dungeon but it could have been so much better. Hope you decide to add on to and make it better.
