Optimizing your settings
Salutations Non Epic Game supporters! The game runs very well and visuals aren't comprimised much if you set your graphic options to Xbox One X settings. In my experience they nearly doubled my performance from 40fps to 70fps on a i7 8700k 16GB RAM GTX 1070 at 1440p. Please note anything marked 'Preference' is up to you, these settings have no perfermance impact. The optimized settings are as follows:

Recommended video settings:
Screen Type: Windowed Borderless
Vsync: Off
Triple Buffering: Off

PC graphics settings equivalent to Xbox One X:
Texture Quality: Ultra
Anisotropic Filtering: 8x
Lighting Quality: Medium
Global Illumination Quality: Medium
Shadow Quality: High
Far Shadow Quality: Low (XB1X is Lower than Low)
SSAO: Medium
Reflection Quality: Low (XB1X is Lower than Low)
Mirror Quality: High
Water Quality: Custom (Adjusted Below)
Volumetrics Quality: Custom (Adjusted Below)
Particle Quality: Medium
Tesselation Quality: High
TAA: High (Preference)
FXAA: Off (Preference)
MSAA: Off
Advanced Settings: Unlocked
Graphics API: Vulkan
Near Volumetric Resolution: Low (XB1X is Lower than Low)

Unlocked Volumetric Raymarch Resolution: Off

Resolution Scale: Off (Should be left off but having it under 1x will definitely improve frame rate if necessary)

Go under Support and select Red Dead Redemption 2 and you can request a refund from there

I am in the exact same boat. I installed it May 18 and it keeps adding time to my gameplay even though it has not once launched. 38 hours. Seriously? Failed to initialize graphics device. Please reboot or reinstall latest drivers. Windows 10, 64-bit, AMD Radeon HD 6570. Steam refuses to refund
