Currently the oil refineries on Mainland US maxes out at 50% each, since there is only one fuel refinery by Honolulu. Same goes for the four logging camps on Hawaii supplying one lumber mill. Lumber Mill is now running at full cap at 400 but cannot keep up with the demands from tools factory by Waimea and the machine factory by Kahului. You have Australia supplying 800 steels, what's the reason to cap plank production at 400?
I only have a problem to get Australia supplied with goods.
Now, the map is balanced out, all city demands can be fulfilled up to about two times the initial town size.
