Description
The author Robert Heinlein is credited with the remark, "Avoid making irrevocable decisions when you are tired or hungry." Unfortunately, in the Twenty-First Century, much of the world is always hungry.
This scenario assumes that a variety of factors (crop failures caused by global warming, collapse of fish populations due to overfishing, etc.) have resulted in Chinese fishing boats violating Japanese fisheries on an increasing basis. Japan has protested this behavior.
China, in principle, agrees that international law must be respected, but in the face of human suffering and civil unrest due to widespread hunger, more than one Chinese officials has turned a blind eye to the actions of the fishermen. In addition, Japan's increasingly aggressive rhetoric about the issue, born in part from frustration, has created tensions between the two countries. China has become less and less willing to tolerate even lawful actions by the Japanese when it involves their citiziens.

Currently, one way to model a boarding operation is to move a ship or a boat within a few hundred yards of the target vessel and remain there for a certain period of time. You will receive a message letting you know if the boarding has been successfully completed.
A delta template .ini file has been included in the .zip file to assist in updating the scenario to any future versions of the database.
