It's based on hours played in-game. Server type and group size don't matter. I think you have to play 20 hours a week or every 100 hours to get a free drop. I've heard different numbers though and you might need to fact check me on that. I feel like it's bugged, however, because a lot of people have been complaining about not getting free drops. With that said, there are a lot of inexpensive skins that are still very cool. If you can put $5-$10 on your Steam Wallet (even with a gift card) you can pick up some nice skins that don't cost much from the Community Market.

man that sucks a lot. but like regular as in playing regularly or regular as in non solo servers?

They're supposed to drop with regular play but that almost never happens anymore. I'm not sure why. Usually the items that dropped were $0.03 jackets or large boxes, nothing fancy.
