To remove the 45 FPS lock in your menu and in-game, you need to firstly:

- open your Rainbow six siege game folder.
- Right click on your Rainbowsix.exe
- Go to the compatibility tab
- Disable full screen optimizations
- Click apply

If that didn't fix it, put the game on borderless mode.

Other things you can do:
- Update gpu drivers
- Update Bios
- Update Windows
- Disable Vsync
- Same thing in step 1 but with rainbowsix_BE.EXE
