Defence Exhaustion (2.3)

Description
This is simply an update to the previous Defence Exhaustion mod. Basically, defence armies dying causes war exhaustion now.

It has the same effect as the other mod. 00_defense_armies.txt is overridden so that biological and synthetic defence armies dying causes 0.5 war exhaustion, and machine defence armies dying causes 0.25 war exhaustion.

This update is necessary because defence armies weren't pop-spawned in 2.1, when the original mod was made, whereas they are pop-spawned now. As a result, if you were to use the old mod with 2.3 Stellaris and not this one, you'd find that planets would be without defence armies until building Strongholds, Fortresses, and Military Academies.

Just to note... for now, I'm not updating this mod for 2.4, because the new launcher Paradox made for Stellaris is an absolute disaster for modding, and makes lots of things needlessly complex. The mod still works, but I'm going to wait to see if Pdx fixes its broken launcher first, because otherwise I'm not updating.

The most important complaint comes from the user VFacure, who is himself a modder. It lists all the same grievances I have with the launcher, and until those issues get fixed, I'm not going to deal with modding.
