Empires rise and Empires fall turning a once glorious superpower into a bloated and corrupt state clinging to relevance.

If you're like me, once your character becomes Emperor, it's time to start a new game because you can just roll over everyone and everything without much of a challenge.

With Twilight of Empires, I'm trying to make it more of a struggle to keep empires together and more of a fun time to tear them apart from the inside or out.

In this mod you will encounter the following features:

Imperial Inefficiency: As you gain more and more lands and your state stewardship worsens, the bureaucracy of keeping the empire together will become an ever-greater drain on your resources and will pull you away from expansion and towards consolidation and positive relations with your vassals.

Autonomous Vassals: One way of reducing this inefficiency is to give a greater degree of autonomy to your vassals, turning some into tributaries who will be more helpful as allies than they were as direct subjects. Be careful, however, as they might choose to break entirely free of your authority upon the coronation of a weak ruler.

Imperial Court Life: Corruption in your government can spread into direct court life as minor officials amass more and more power and decide to take a cut of the profits as their right. This is combined with claims to the empire being added to your council members and those who marry your children, making it dangerous to keep some people too close as they may use the new Court Coup plot to take over the Empire in one fell swoop.

Imperial Guard: Given all this scheming around, you might well decide to surround yourself with an Imperial Guard. You will get the choice of whether to employ natives or fierce warriors from far off lands. Those eligible to join the guard will then have the chance to experience events in the style of the Varangian Guard. But be careful, an unhappy guard captain has been the downfall of many a ruler.

Court Eunuchs: Any good Eastern Empire is known for its throngs of court eunuchs providing their services without aiming for the throne. You will have the possibility to make eunuchs a feature of your court and, if that comes to pass, you will be able to make some of your children into eunuchs in the hopes of getting them very high up.

AI Empire Formation: Something I've often experienced is large realms with multiple Kingdoms in them that are nonetheless not considered Empires. I have added a Game Rule whereby you can choose if to force the creation of an AI empire when they possess at least three Kingdoms none of which are Elective or under Gavelkind. This way, even these blobs will have to deal with the troubles of keeping a large realm together.

@Heaselden It's quite difficult to fully remove the penalty but you can do it by increasing your state stewardship (combination of yours+spouse+councillor) or, as a last resort, by creating autonomous vassals. You can do that by interacting with the vassal in question or by right clicking on your portrait and it will suggest which one is most suitable (distant small vassals with different culture/religion that would just be rebels)

@Aizhaine It's probably because the empire you're forming is too small. There's a game rule to deactivate that

Hello, how do I remove the penalty once you are an emperor and recently ascended to the throne? Or does it gradually get lowered as time goes by?
