Adds the Chinese language to the game. (work in progress)

The Traditional Chinese version of this plugin will be uploaded to the official translation synchronously, but the plugin will remain updated until the translation is completed.

Subscribing to this plugin will get the latest translations.
To distinguish this plugin with the official version, This plugin is "中文 (简体)" and "中文 (繁體)" in the language options.
