Partial Fix mod
Panda Josh was able to find out a fix in case employees are not fully Combine (thanks Josh!):

Open you pa and make sure you have nothing enabled on the mod folder.

Close the game and uninstall the HL2PA mod

Go to %appdata% local and fine a file called introversion then Pa. Then go to mods

Remove the file 1785424936. Then open your game up then get the install the mod

The Seven Hour War was a brief, but decisive confrontation between the Combine and the governments of Earth, ultimately leading to a large human death toll and the Combine occupation of the entire planet. Very little is known about the war itself except that it began almost immediately after Gordon Freeman defeated Nihilanth, allowing The Combine, an all consuming alien empire, to pass through the border world, Xen, and gain access to Earth. The Combine launched a surprise offensive, defeating all armed forces of all the nations on Earth in only seven hours, taking advantage of the confusion and chaos caused by the Portal Storms. It was after this war that Dr. Wallace Breen negotiated a surrender on behalf of the United Nations, "saving" the survivors at the cost of their freedom. Breen was appointed ruler of Earth but remains under the control of the Combine. The official surrender appears to have taken place in New York City, in the United Nations building. This mod gives you the control of the combine empire and you need to build a facility for the remaining citizens and provide the necessary needs your citizens require. You, however can decide how to treat your citizens, the cruel way or the good way.

This mod is an overhaul mod, which means it's recommended not to use a lot of mods with this one. Minor mods shouldn't be a problem. If you've installed other half-life 2 mods, please disable them in order to use this mod. Also please note that pressing anything on your keyboard, when the game is loading will cause the game to crash most of the time. This has nothing to do with the mod , rather the game itself.

The game's mod loader is pretty damn slow, and if you do anything while it loads the game just crashes.
